美國國防部長Carter11/8演講，這段的演講所有台灣民政府的同心都會了解其中奧秘。

美國國防部長提到一段話 "We are also changing fundamentally our operational plans and approaches to deter aggression, fulfill our statutory obligations to Taiwan(履行對台灣法定責任) , defend allies, and prepare for a wider range of contingencies in the region than we have traditionally," he said.
